GREENBOR is a private residential community that combines comfort with the rational organisation of shared infrastructure. 20 modern homes in the village of Zelenyi Bir with their own engineering infrastructure, fully individual resource metering and organised territory maintenance.
The main principle of GREENBOR is the legal, technical and everyday independence of each owner. Wells, the access-control system, street lighting, video surveillance and internal roads function as a single autonomous complex. They are not located on the private land of individual neighbours and do not depend on their personal meters or actions.
The owner pays exclusively for his or her own consumption according to personal metering devices, while the costs of maintaining a high level of security, cleanliness and functionality of the common area are distributed completely transparently and equally among the 20 households.

What is already operating during construction
Phase 1 of GREENBOR is already equipped with basic engineering and security infrastructure:
- main entrance with automatic gates;
- separate pedestrian gate;
- GSM access, mobile application and remote controls;
- two video-surveillance cameras;
- two own artesian wells;
- separate domestic-water lines to each household;
- separate technical-water lines for irrigation of plots;
- control and individual water meters;
- individual electricity meters and the ASKOE automated system;
- Phase 1 shared on-site wastewater management system;
- separate local systems for drainage of rainwater and meltwater near the buildings;
- optical internet (FTTH);
- capital waste-collection area;
- paved and lit exterior driveway.
Note: The internal road, Phase 1 internal lighting and the landscaping of the common park area are implemented in stages according to the construction schedule.
How GREENBOR will look when completed
The complete project includes 20 homes, two vehicular entrances with pedestrian gates, three wells, a completed internal road, 24-hour video surveillance of the outer perimeter and automatic backup power for critical systems.
The landscaping project additionally includes:
- guest car parking on the street side;
- a closed walking route 200 metres long;
- a modern children’s playground;
- a physical-exercise area (Street Workout);
- a gazebo and equipped barbecue area;
- an equipped shelter for residents of the community;
- landscaping and regular maintenance of common areas.
The planned facilities will be commissioned in stages. Their visualisation on the master plan describes the final appearance of the community.
How the GREENBOR engineering model works
Individual consumption is completely separated from community service:
- House electricity: metered by a separate personal meter;
- Domestic water: has its own line and a double metering node;
- Technical water for irrigation: supplied by a separate line with its own meter;
- Wastewater: calculated strictly according to the volume of domestic water consumed;
- Shared systems: each well, gate, camera and area lighting is connected to separate independent metering groups.
This prevents the costs of one resident from being transferred to others and ensures separate metering and a more transparent allocation of costs.

Automatic gates and pedestrian gates
The main active entrance to Phase 1 of GREENBOR is located on the side of Ivana Bohuna Street.
For the convenience of residents the following has been implemented:
- automatic sliding/swing gates;
- a separate pedestrian gate with access control;
- GSM module (opening by telephone call);
- control through a mobile application;
- personal remote controls.
The gate operator is equipped with a mechanical emergency release. In the event of a power failure the gate can be easily opened manually. After installation of the centralised inverter-battery complex the gate will enter the first-priority emergency-power group.
A second vehicular entrance and pedestrian gate will be constructed within Phase 2.
Controlled access to the territory
Community protection functions centrally. Residents use their own electronic keys and application. Access for guests, delivery services, taxis, service companies and construction contractors is governed by GREENBOR’s transparent rules.
The inner area is a safe pedestrian and residential zone. Through transit of third-party transport is excluded.
The owner of the home is responsible for the persons he or she invites and is obliged to acquaint them with the rules of traffic, parking and quiet hours.

Video surveillance
Currently the territory of Phase 1 is monitored by two digital video-surveillance cameras. As construction progresses the system will be expanded to include:
- both car entrances;
- pedestrian gates;
- outer perimeter of the territory;
- key common areas.
The video archive will be kept for at least 14 days. After the full operation of ОК «Грінбор» the procedure for reviewing and issuing records will be governed by the regulations of the cooperative. The cameras are focused exclusively on common areas and do not violate the privacy of inner yards.
Area lighting
The outer access road to GREENBOR is now fully lit. Internal street lighting is installed in stages together with the road surface.
Gates, video cameras and lighting luminaires form a separate metering group. The cost of the electricity they consume is distributed equally among the 20 households every month.
Optical internet
High-speed fibre-optic (FTTH) cable is laid to every house. The provider’s equipment has backup power at the nodes. For uninterrupted internet operation during power outages the owner simply needs to connect the optical terminal (ONU) and Wi-Fi router to a power bank or portable charging station.
Road and territory maintenance
The internal community road has a quality surface and its own drainage system. Regular road maintenance includes:
- ongoing cleaning and washing of the surface;
- winter snow removal and anti-icing treatment;
- maintenance of storm-water inlets;
- control of compliance with parking rules.
Contractors’ freight transport must comply with weight restrictions and remove any contamination.
Parking
All households have at least one equipped parking space on their own plot. Arrangement of additional places or canopies depends on the planning of a specific plot.
For car visitors there is an external guest parking area on the street side, which keeps the inner space of the community free from clutter. Blocking driveways or footpaths is prohibited.
Waste-collection area
A separate waste-collection area is located near the outer perimeter of GREENBOR. The waste-collection vehicle collects waste from the outside without entering the residential area, which reduces noise and odours in the residential zone and the load on the road surface.
Household-waste collection costs are divided equally among the 20 homes. Construction waste and bulky items are removed individually by the owners or their builders.

GREENBOR water-supply system
The community is supplied with water from its own water intake. Two artesian wells are currently operating. With the expansion of Phase 2 a third well (approximate capacity ~7 m³/h) and a group of three 200-litre hydro-accumulators will be put into operation.
ОК «Грінбор» provides centralised maintenance of pumps, automation, filtration and regular laboratory analysis of water quality.
The cooperative’s limit of responsibility is the input valve / metering node at the consumer’s house.
Domestic-water metering
A separate independent pipe is laid from the technical room to each house. A double level of control has been implemented:
- Control meter: in the common technical room (20 nodes in total);
- Individual meter: directly in the resident’s house.
This allows hidden leaks to be detected quickly, monitors the accuracy of readings and enables verification of readings for calculations.
Technical water for the land plot
A second, completely independent technical-water network has been laid for watering the lawn, landscape design and household needs.
A separate meter is installed on each of the 20 lines in the technical room. Irrigation water is discharged to an external façade point near the house. It is paid strictly according to actual consumption and is not counted when calculating the cost of wastewater management.
Shared on-site wastewater management system
Phase 1 of GREENBOR has centralised wastewater management without the need to install individual septic tanks on each plot. The network is divided into autonomous blocks:
- the five residential units of the townhouse are connected to a cascade of five tanks (9 m³ each);
- the four duplexes are connected to a cascade of four tanks (9 m³ each).
The process tanks are conveniently located outside the residential area for the access of special equipment. Payment for sanitation and service is distributed among residents in proportion to the volume of domestic water consumed.
Stormwater drainage
Rainwater and meltwater from roofs and paved areas are diverted through individual drainage systems and downpipes. It is strictly forbidden to discharge rain or drainage runoff into the domestic wastewater system.
Electricity supply and ASKOE
Each household is allocated up to 15 kW of three-phase power. An electronic meter connected to ASKOE (Automated Electricity Control and Accounting System) is installed in the external metering cabinet.
Benefits of ASKOE:
- support for the two-zone tariff (“day / night”);
- automatic remote transmission of readings;
- protection against overloads and phase imbalance.
Common-use equipment (wells, gates, lighting) is fed from separate meters and does not load the private accounts of residents.
Gasification and heating
The GREENBOR community is ecological and high-tech; gasification is not provided. House heating is based on electrical solutions (electric boilers, underfloor heating, infrared panels or air-to-water heat pumps).
Backup power for critical infrastructure
To ensure uninterrupted operation of the community a project of centralised backup power supply for common equipment has been developed. The project includes:
- a professional 12 kW inverter;
- a 12 kW diesel/petrol generator;
- a battery pack with a capacity of 15 kWh (3 × 5 kWh).
During extended power outages this system will automatically power the wells, gates, CCTV and wastewater aeration. The estimated time of autonomous operation of the gates and pumps without starting the generator is from 12 hours.
Walking route
In the final project a closed promenade approximately 200 metres long is provided. It will pass through a quiet green area behind the houses, past a gazebo, a playground and a passage between the townhouses. The path will have lighting and will be convenient for walks with a stroller or evening runs.
Gazebo and seating area
A shared gazebo with an equipped barbecue area will become the centre of neighbourhood leisure and community events (for example, the annual GREENBOR Day). Use of the gazebo will be governed by the rules of quiet hours and cleanliness.

Children’s playground
A safe playground will be located inside the enclosed area, allowing children to play in the fresh air without the risk of going onto the road outside the community.
Exercise area
A sports ground with outdoor exercise equipment and horizontal bars will harmoniously complement the walking area to support a healthy lifestyle for residents.
Shelter
The general project of GREENBOR provides for a specially equipped shelter for the residents of the community. After commissioning it will be on the balance sheet of the cooperative.

Transparent accounting and separate charges
The monthly payment structure in GREENBOR is as detailed as possible. The resident sees each component:
1. Individual services (by meters):
- house electricity (according to the supplier’s tariff);
- domestic water (according to the internal meter);
- technical irrigation water (on a separate meter);
- wastewater management (proportionally to the domestic water consumed).
2. Shared services (distributed equally among exactly 20 households):
- removal of household waste;
- electricity for gates, lighting and cameras;
- service maintenance of pumps and wells;
- technical maintenance of gates and automation;
- road maintenance, snow removal and landscaping.
3. Maintenance of the cooperative (administrative costs):
- remuneration of the head, accountant and territory technician;
- taxes, banking and communications;
- clerical and economic expenses of ОК «Грінбор».
All payments will be made in non-cash form through the bank account of the cooperative with reflection in the resident’s convenient personal account.
Liability of owners, residents, guests and contractors
The engineering infrastructure of GREENBOR is the indivisible property of the community. Self-interference in the operation of power grids, ASKOE, wells, gates or video surveillance is strictly prohibited.
The owner of the house bears full financial responsibility for damage caused to the common property by his or her guests, tenants or construction crews (damage to asphalt, fences, lights or clogging of sewers).

Who manages the shared infrastructure
Professional management of the complex is carried out by the registered service cooperative ОК «Грінбор».
The internal roads, public areas, wells, networks, gates, lighting and on-site wastewater treatment facilities form the indivisible property of the cooperative. This property cannot be sold to third parties.
Management is based on the principle “one household — one vote” (maximum 20 households — 20 votes). Owners participate in meetings, approve budgets and monitor the quality of service work.

Why organised infrastructure matters
In an ordinary chaotic development a well or a gate often ends up on the plot of one of the neighbours, which leads to conflicts, refusal to pay for electricity or lack of service in case of accidents.

How is water for the house accounted for?
Each house has an individual pipe from the technical room where the control meter is installed. The second meter is placed directly in the house.
How is irrigation water accounted for?
A separate technical-water line with a personal meter in the technical room is connected to each plot.
Is the cost of irrigation water added to wastewater charges?
No. Wastewater management is calculated exclusively from the volume of domestic water consumed inside the house.
Can the water be used as drinking water?
Water is considered household water until official laboratory reports are received. After the full operation of the cooperative, regular laboratory tests and a filtration service are planned.
What power is allocated to the house?
Up to 15 kW (three phases) with an electronic two-zone ASKOE meter.
Will the water and gates work during a power outage?
Yes. After installation of the centralised inverter, batteries and generator, the wells and gates will be powered by the backup group.
How are territory-maintenance costs paid?

Can I waive the shared-infrastructure fee?
No, because the infrastructure is a single complex that ensures the life of the entire community. Participation in costs is a mandatory condition of membership in the cooperative and residence in GREENBOR.
